Whom to look for in Thais, and why.

Every NPC on the server speaks Polish and English, depending on the language set with !lang. Keywords work in both.
- The notice board in Thais shows the state of the regions without typing commands.
- The contract board next to Hale shows the same contracts as talking to him.
- Guards and merchants comment on what happens in the world and recognise famous characters.
- In a fallen region the NPCs leave. They come back once the commander is dead.
